Beirut Action Plan
EDUCULT was commissioned by ALIPH Foundation to carry out an evaluation of its Beirut Action Plan, which was implemented following the double explosion in the port of Beirut, on 4 August 2020. The Plan was implemented in cooperation with various local and international partners, with the aim to provide emergency relief, rehabilitation and stabilisation to cultural heritage in the Lebanese capital that was impacted by the blast.
The evaluation consisted of two objectives: a) an overall evaluation of the Beirut Action Plan and b) a detailed look at 5 selected projects as case studies for the assessment. Specifically, the evaluation assessed the Plan’s quality, its socio-economic impact, and its contribution to community needs. EDUCULT employed a mixed-methods approach, combining both quantitative and qualitative research techniques to achieve a holistic insight into the implementation of the Plan. Data gathered was analysed based on the Theory of Change, and accompanied by the Contribution Analysis approach.
