Target Group Related Needs Analysis & Evaluation of the German Learning Structures in Upper Austria
Research design
The present overall design provides firstly for a comprehensive needs and potential analysis of the target groups. Secondly, a comparative analysis and comparison with existing needs is carried out by evaluating existing German learning structures and offers. The sectoral fields of German acquisition are covered by the areas of education, employment and integration. These are to be obtained by means of a multi-method approach involving the three perspectives of politics, target groups and providers.
Method
The research method is based on mixed methods. Thereby, a triangulation of qualitative data collection methods takes place by using participant observations, focus groups, expert rounds as well as individual interviews with a broad range of target groups for data collection. Furthermore, a well-founded document and data analysis will be included in the sample. The different perspectives of policy-makers, target groups and agencies will be explored through a mutual data collection process, both top-down, i.e. from the perspective of policy-makers, and bottom-up, i.e. from the perspective of the target groups. A bridge is formed by surveying the perspective of the social sponsors, who can be located between
policy and target groups.
