Evaluation of the City of Vienna's measures to implement Fair Pay
The work and income situation of freelance artists in Austria is precarious. To counteract this, the City of Vienna has taken a number of measures since the symposium “Freie Szene – Freie Kunst” in April 2019. Funding in some areas has been increased, investments have been made in production infrastructures and new funding measures such as working grants have been introduced.
In October 2022 EDUCULT was commissioned to evaluate the fair pay measures of the City of Vienna. The analysis examines the extent to which artists and cultural workers have benefited from the measures taken and what significance they have for their working situation.
In order to answer these and other guiding research questions, a series of data collections steps are carried out. These include an analysis of the cultural budgets from 2018 to 2022, interviews with representatives of the Department of Culture of the City of Vienna, with advisory board and jury members and with artistic stakeholders, as well as representatives of cultural institutions. Finally, focus groups with individual artists from the fields of music, performing arts and visual arts are conducted.
