Evaluation of film festival funding at the state level
Baden-Wuerttemberg has an extensive film festival landscape with around 50 festivals. The festivals had to withstand special challenges during the pandemic and are also confronted with further transformation processes such as advancing digitalisation and diversification in 2023. The Ministry of Science, Research and Arts directly supports film festivals with around 1.76 million euros per year. In addition, other festivals are funded by the MFG Medien- und Filmgesellschaft and the Landesanstalt für Kommunikation. Smaller festivals receive funding primarily at the municipal and/or regional level.
In the state’s film concept, which was developed in 2019 and 2020, the state clearly committed to its support of film festivals. In the process, however, the festivals stated a growing need for personnel and relatively small budgets, which is why the analysis of the state film festival funding is considered useful in the concept. The evaluation by EDUCULT is a step towards a possible adjustment and readjustment.
Methodologically, three phases are planned for this:
- an status quo analysis and evaluation of the festivals,
- a comparative analysis with the funding system of another federal state,
- the development of recommendations for the realignment of the funding system.
