The study on film festival funding was published in August 2025. One of the findings of our research: for the first time, small film festivals are also to be funded, with the aim of effectively and sustainably supporting the film festival landscape. We would like to thank the ministry for the constructive cooperation and all interview partners and contributors for sharing their expertise.
Baden-Wuerttemberg has an extensive film festival landscape with around 50 festivals. The festivals had to withstand special challenges during the pandemic and are also confronted with further transformation processes such as advancing digitalisation and diversification in 2023. The Ministry of Science, Research and Arts directly supports film festivals with around 1.76 million euros per year. In addition, other festivals are funded by the MFG Medien- und Filmgesellschaft and the Landesanstalt für Kommunikation. Smaller festivals receive funding primarily at the municipal and/or regional level.
In the state’s film concept, which was developed in 2019 and 2020, the state clearly committed to its support of film festivals. In the process, however, the festivals stated a growing need for personnel and relatively small budgets, which is why the analysis of the state film festival funding is considered useful in the concept. The evaluation by EDUCULT is a step towards a possible adjustment and readjustment.
Methodologically, three phases are planned for this:
