IMPULS
Monitoring and evaluation of the support programme for amateur music in rural areas
IMPULS is the title of the new support programme for amateur music in rural areas, which is coordinated by the Bundesmusikverband Chor & Orchester e. V. (Federal Music Association Choir & Orchestra). As the overarching umbrella organization of 21 nationwide choral and orchestral associations, it represents the interests of around 100,000 ensembles vis-à-vis politicians and the public. IMPULS is funded by NEUSTART.KULTUR, the cultural funding programme of the Federal Government Commissioner for Culture and the Media with approximately 10 million euros.
Around 2,000 amateur music ensembles from German municipalities with a maximum of 20,000 inhabitants receive funding in the following three modules:
- Module A: Creative relaunch, e.g. through community concerts or innovative rehearsal and performance forms;
- Module B: Membership recruitment, e.g., through new forms of outreach or projects with broad participation and diversity;
- Module C: Structural strengthening, e.g. through further training, organizational development, digital working.
EDUCULT supports the reporting and monitoring process over the project duration and evaluates the achievement of objectives along success indicators. This is done methodically on the one hand by means of a multi-stage online survey of the funding recipients and on the other hand by means of 10 qualitatively oriented case studies.
