Development of an impact-oriented evaluation concept

Abstract
On the basis of a draft concept, four pilot evaluations were carried out between autumn 2013 and spring 2014. The experiences drawn from these pilots were discussed on an expert meeting in May 2014 and formed the basis for the finalisation of the evaluation concept.
EDUCULT was carrying out two of the pilot evaluations – the evaluation of the advanced cultural management training and the evaluation of the German-Brazilian theatre coproduction “BRASILIEN.13 caixas”.
With the new evaluation concept, the Goethe-Institut aims at developing a basic understanding for the ways how cultural programmes work and for the conditions that work in favour or against the targeted outcomes and impact. References to the impact of these programmes can be made based on robust evidences and plausible lines of argument.
EDUCULT was asked to formulate the concept in cooperation with the Goethe-Institut. The concept consists of methodological, theoretical and analytical framework and an impact model.
