Project Evaluation on Muslim Social Engagement in Germany
The project “Muslimisch.Sozial.Engagiert” (MSE) promotes voluntary work in Islamic associations and their member communities. On the one hand, the project aims to strengthen commitment within the respective associations and, on the other hand, to promote dialogue between different Islamic associations as well as commitment and networks in the wider society in Germany. The project is coordinated by the Goethe-Institut and has been taking place in different partner constellations since 2016. Funding is provided by the German Federal Ministry of the Interior (BMI) as part of the German Islam Conference, while administration and management is carried out by the Federal Office for Migration and Refugees (BAMF).
The evaluation refers to the current funding period 22/23 of MSE, taking into account the previous funding periods since 2016, and examines structural development, networking and development of the participating associations as well as effects of the intra-Muslim dialogue through MSE.
Method
The evaluation method is program theory. In short, program theory substantiates methodological decisions and provides sound evaluation criteria or indicators for the review of goal achievement and implementation quality and allows for reorientation towards future goals and challenges. Dialogue-based methods open up learning fields for both project managers and participants, giving the necessary space for critical reflection, deeper questions and the complexity of a project such as MSE. Different perspectives are taken into account as well as external influencing factors. Thus, the approach ensures space for plural perspectives and a broad spectrum of impacts.
