CURRENT

During the presentation of the evaluation of the work of the German Commission for UNESCO at the Federal Foreign Office, the results and recommendations were discussed. The final report takes into account the overall achievement of objectives, relevance, effectiveness, efficiency, impact and sustainability as well as potentials for further development. We would like to thank all those who contributed to the comprehensive analysis through their participation in interviews, focus groups, the survey and by contributing important information.

Accompanying evaluation

Founded in 1950, the German Commission for UNESCO (DUK) is a non-profit organisation that manages the country’s contributions to UNESCO. The Federal Foreign Office coordinates this work and supports the DUK as an institutional grantor. The DUK participates in UNESCO programmes, supports the Federal Foreign Office in its work within the UNESCO mission and promotes the organisation’s public discourse in Germany.

The object and aim of the evaluation of EDUCULT is to evaluate the activities of the Commission from 2012 to 2022 and to provide an insight into the relevance, effectiveness, efficiency, impacts and sustainability of the work of the DUK. The aim is not only to describe the successes of the DUC’s work in these ten years, but also to identify the challenges and make recommendations for the further development and optimisation of the measures, structures, processes and synergies. An evidence-based analysis should positively influence both current and future projects.

Method

The evaluation is based on a programme or organisational theory that justifies methodological decisions and provides well-founded evaluation criteria for reviewing the achievement of objectives and implementation qualities. In the evaluation process, dialogue-based methods open up fields of learning for project leaders and stakeholders, as they can examine the effects of their actions and identify opportunities for development. The theory-based approach also takes into account the integration of different stakeholder perspectives, as is the case in a complex organisation such as the DUK with different programme lines, projects, working contexts, formats and target groups, and includes challenges in implementation processes and external influencing factors due to manifold crisis phenomena with a multi-perspective view.
