Who Uses the School Culture Budget?
Abstract
The programme „School Culture Budget for Federal Schools“ of the Federal Ministry for Education, Arts and Culture supports arts and cultural projects which are collaboratively developed and carried out by pupils, their teachers and artists. The programme is advised and organized by KulturKontakt Austria. The School Culture Budget aims at fostering the engagement of young people with contemporary art forms and initiating collaborative learning processes between artists, mediators, teachers and students. A special emphasis is put on the cooperation with arts and cultural institutions. Currently, about half of the federal schools participate in this programme. The reasons for non-participation remain obscure:
- Do these schools have another focus (e.g. sports, sciences)?
- Do they make use of other financial resources?
- Is there a lack of certain resources or information?
- Does the existence or non-existence of a “Kulturkontaktperson” (“Cultural contact person”, a person who coordinates all cultural activites at the school) have any influence?
These and more questions are going to be answered during the research process.
Approach
The methodological approach consists of a mix of quantitative and qualitative methods and is dialogue-oriented. Therefore, experts and stakeholders such as teachers or headmasters will be actively involved. We will analyse existing data, conduct interviews with representatives of non-participating schools and invite representatives of participating schools to round table discussions.
