Nora Eckhart

Nora Eckhart works mostly with drawing, printmaking techniques and animated film. The artist’s work is guided by her enthusiasm for landscape and nature motifs. The pictures often show details of forests or landscape sections, which are chaotic in their graphic structure but rhythmic in a way. A main focus of her work is also the cooperation and group work with artists from different disciplines.

Dear colleagues, partners and friends of EDUCULT,

Effective research requires strong connections, both here in Europe and across the globe. Importantly, these connections can also be of direct benefit to civil society, especially if the field of culture and education aims to improve upon itself and stay relevant. Moreover, it is a chance to bring up pressing topics and to build networks which can strategically support the field. That is one of many reasons why EDUCULT was present at the International Children’s Culture Forum in Tampere, Finland this month. In co-operation with the Finnish Children’s Cultural Centers and the European Network of Observatories in the Field of Cultural and Arts Education (ENO), the Tampere Paper was developed as a thematic conclusion to the conference. Based on the Children’s Cultural Rights stated in the 1989 UN Convention, it reminds us of what should have already become reality: Securing every child’s right to participation, advancing multi-professional cooperation and partnerships, understanding diversity and the advancement of well-being, encouraging critical thinking and self-expression, building and supporting sustainable communities, arts education and finally, the need for cultural education to be founded on current and professional research.

To make this happen, we also need to think within cross-disciplinary connections – arts, culture, education, policies as well as social, economic and environmental questions are always intertwined. Different stakeholders should be involved, co-creation between public actors and the civil society brings more attention, and international cooperation in the field of culture and education should be strengthened. We try to do that in our projects here at EDUCULT. These goals may be somewhat broad, but we see research as a holistic approach to understanding our world and societies – and how to further develop them.

So, let’s keep this topic going and do our best to join together! We wish you an inspiring read!

Art and Conflict – Artists in the Wake of Illiberal Cultural Policy

Künstlerhaus Graz recently held an exhibition by the young Hungarian artist Ákos Ezer.  Under the title “Art and Conflict”, I was invited to deal with the socio-political and cultural-political context that is currently affecting contemporary Hungarian art, even though Ezer and many of his colleagues consider their artistic works to be non-political. As an Austrian, I saw it as my task not only to reflect on the current political developments in Hungary and their effects on cultural policy, but also to incorporate the current political changes that are becoming increasingly apparent in Hungary’s neighbouring countries and thus also in Austria. EDUCULT in Action

First Time

The aim of the ERASMUS+ project is to strengthen international cooperation between civil society organisations in the field of lifelong learning. Project managers who (for the first time) work or want to work in an international environment shall be supported. As part of this project, we have published two research reports with our partners from Denmark, Italy, Poland and Hungary. The first study analyses the achievements and challenges faced by project managers in international civil society cooperation projects. The second study focuses on competences that are helpful and important for the successful implementation of these projects. The data sets  are based on surveys and interviews with project managers in the partner countries. The research forms the basis for developing a support portal for the first-time managers of international projects. [read more]

Goethe Institute Cairo

EDUCULT was commissioned by the Goethe-Institute Cairo to conduct a training seminar for the Egyptian Ministry of Education. In mid-July, a four-day workshop on evaluation techniques, survey methods and evaluation will take place on location. Together with an Egyptian colleague, the workshop concept and the materials will be developed in advance. Following the course, the Goethe-Institute will receive a report on the results of the seminar. [read more]

Multilingual Rhetoric Contest “SAG’S MULTI!” 2019/20

This project took place for the first time in 2009/10. Every year upwards of 500 pupils with and without migration backgrounds craft speeches in German and a second language of their choice. The contestants must impress a professional jury not only with their language skills, but also with the content of their speeches. The competition was initiated by Verein “Wirtschaft für Integration” and organised together with EDUCULT’s help. [read more]

Summer Academy – Kobe University, Japan

From the 12th to 22nd September 2019, thirteen students from the Kobe University/Faculty of Global Human Sciences came to Vienna on a ten-day study trip focused on the topic of “New cultures – new politics. Challenges for cultural management and cultural policy in demographically and politically changing environments”. EDUCULT was commissioned with the programming and organisation of the Summer Academy and offered the prospective cultural managers practical content with a diverse selection of speakers and in-depth visits to cultural institutions. International Children’s Cultural Forum

Is culture and art education inclusive? How do we implement children’s cultural rights in different countries? What does the future of children’s culture and arts education look like? The first International Children’s Cultural Forum in Finland took place from the 30th of September – 2nd  of October 2019 in the city of Tampere. The forum’s aims were to widen international co-operation and to deepen the shared understanding of the value base of children’s rights and their role in a well-functioning society. The livestream of the Forum can be viewed online, including Aron Weigl’s lecture on the 30th of September entitled “Worldwide cultural rights for children: arts education as a challenge of transcultural relations”. During the forum, the “Tampere Paper” was developed, which is to be understood as a recommendation for the EU and its member states on how culture for children should be supported. [read more]

The 11th International Conference on Cultural Policy Research: Call for Papers

The 11th International Conference on Cultural Policy Research (ICCPR 2020) will be held in the historic city of Kyoto, Japan. The conference is hosted by Doshisha University in association with the Japan Association for Cultural Policy Research. ICCPR 2020’s theme is the Resilience of Cultural Policy. In the rapid globalization and digital transformation of recent years, one major challenge for cultural policy seems to be how best to maintain or strengthen regional, local or various representations of communities’ own culture. Cultural policies of many nations, in the meantime, are increasingly expected to work with (or for) other policy areas such as economic development, social inclusion and urban planning. Is such an approach to cultural policy crossing many policy areas negatively affecting ‘cultural policy proper’ concerns? Was there any time in history when cultural policy was independent, autonomous and detached from socio-economic aims of government? To what extent is cultural policy of today ‘resilient’, or should it be so? These are some of the issues this conference would like to address with invited guests and participants from all over the world. The submission of proposals is now open and EDUCULT, as part of the conference’s Scientific Committee, is excited for your submittals.

Cultural Crops: Cultural Practices in Non-Urban Territories

Beyond the Obvious (BtO) 2019 Conference – Culture Crops -, Culture Action Europe’s Annual General Assembly (AGA) and Members Forum will take place though the 23rd -26th of October 2019 in Konstanz-Kreuzlingen. This conference will address issues like urban-rural discrepancies, participation & representation, democracy, identities, displacement, population among other topics. The conference proposes exciting conceptual threads to stimulate discussions that go beyond the obvious. The conference aims to jointly develop CAE advocacy approach to the culture and the arts in rural and peripheral areas to be further applied in our policy actions. It wants to spark the debate on peripheral territories. Where does their territory begin and where it does it end? How do they see themselves and how are they seen by others? What are they and how do they work? [read more]

Creative Synergies – Expert Talk

“Creative Synergies” is a series of events organised by the Creative Europe Desks of Slovenia, Croatia, Hungary and Austria. Workshop 2019 in Austria will take place on 3 October 2019 as part of the Styrian Autumn in Graz. The focus will be on projects and initiatives from the Alps-Adriatic region in the area of tension between contemporary art and cultural heritage. A presentation on funding opportunities of the Alps-Adriatic Alliance outlines further funding opportunities for this region. The event is part of the Year of Neighbourhood Dialogue with Slovenia. Question Me and Answers (QM&A): Group Exhibition & Launch Fest

The Initiative: QM&A aims to support artists who have only recently moved to Vienna to resume their artistic activities. The background to this is the problem that it is difficult for artists of all kinds to find a connection to the art market or the artists’ community in Vienna. But it is even more difficult for people who come to Vienna as migrants or refugees. They often have no network at all in the European art business and are not in a secure working relationship that would allow them to build up a network in their free time. It wants to shorten the process of networking and actively improve the networking among artists who have been living in Austria for a long time and newcomers. The basis of this project is thus active networking. [read more]

Fellowship Weltmuseum

The Weltmuseum Wien deals with the vast cultural variety of people all around the world and through its global collection documents Austria’s rich history in regard to its relationship with the world. This institution announced a call for a six month fellowship at the Weltmuseum Wien, beginning from November 2019 onwards. The fellowship is endowed with 1300 euros gross per month, over a timespan of six months. The call is intended for artists as well as educators, and for people who see their work as an interface between the two, and in accordance to the intentions of kültür gemma! define themselves as migrants. Experience in participative processes is expected. [read more]

Away – A Project Around Residencies

AWAY – a project around residencies has an open format. AWAY has developed a service tool for artists so that they can keep a good overview of this wealth of opportunities and find out which place and programme is the right one for their own way of working or their personal situation. On principle, the programmes listed on their webpage (link below) are addressing Austrian artists or artists working in Austria that are active in the disciplines of visual art, photography, performance, digital art, theory/curating, art criticism or art education. The selection primarily includes grants offered by public institutions in the Austrian provinces and, additionally, a few private initiatives based on positive experiences reported by artists. In addition to these focus disciplines; there is also a selection of programmes for the following practices: architecture, literature, music/composition, design, film, fashion and the performing arts. summer is here, which we notice especially in the fact that at the end of the season a lot still has to happen and needs to be completed – and yes, it is also quite hot these days. Nevertheless, we are pleased to inform you once again about current discourses and projects in the fields of art, culture, education and politics before the summer break begins.

We will read each other in September and hopefully meet again at one or the other opportunity in the new season – if it is in Ancona, Berlin, Copenhagen, Tampere or Vienna!

Between Appearance and Reality: why cultural mediators shouldn’t fall on their own lines

Recently, the Vienna Museums Quartier organized a children’s culture parcours. The art and cultural institutions based here presented their diverse offerings for and with children and invited people to participate. All these initiatives made it clear that in recent years the significance of artistic activities for children has changed dramatically. Children have simply become an integral part of the cultural scene; many institutions can no longer be imagined without them.

And the children drew, tinkered, drilled, and hammered. It was obviously fun for them – and all the while the mediators felt confirmed in their commitment to giving the children free rein over their creativity.

Salon of Cultures – “From a Good House”

Under the title “From a Good House”, the artists Omar Al Kaissi, Sandra Kirsheh and Suzuka Hisamatsu present some of their current work as part of the Salon of Cultures. The exhibition opened on the 13th of June 2019 in EDUCULT’s gallery room and will be on display until the end of November. The artists’ pieces, curated by Osama Zatar, consider the influence of social conditions and conventions on art. [read more]

Goethe Institute Cairo

EDUCULT was commissioned by the Goethe-Institute Cairo to conduct a training seminar for the Egyptian Ministry of Education. work::sounds – How does the working world sound?

Around 190 pupils from five Viennese schools had the opportunity to use their creativity to engage with their future working environments this year. In a studio workshop directed by the musicians Max Walch (part of the monophobe collective) and Tobias Wöhrer, the sounds and noises of the working world were transformed and recorded live into short video clips. The resulting musical pieces and video clips are online! [read more]

BRIDGING

In May 2019 EDUCULT welcomed the participating partner organisations from the BRIDGING project to Vienna. This last project partner meeting initiated the final stages of the two-year project. The time spent together in Vienna was used to reflect on the challenges and opportunities in international cooperation within the Erasmus+ system. It was also an opportunity to review the core results of the project in regard to potential follow-up activities. These can be found in the project publications: the State of the Art Report; the five Thematic Compendia on inter-social, inter-generational, inter-regional, inter-cultural and inter-European cultural activities and in the Curricula Report. [read more]

Co-Create

The partner organisations from Denmark, Finland and Austria have published a joint report on good practice in co-creative cooperation between public administrations and civil society actors in the field of culture. Aside from practice-related country reports, the piece considers the theoretical implications of the term “co-creation,” while also presenting the competence profiles of civil society actors interested in co-creative work. [read more]

EDUCULT spoke with Agnieszka and Maciej Salamon, a Polish-born actor couple who have spent the past 18 years in Vienna. They discussed their history and lives in Austria, as well as the Polish and Viennese acting scenes and the implications of the current political changes in Poland and Austria for them personally.  [read more]

All Together

On May 25th, 2019 the final workshop of the German-Turkish Initiative for Cooperation in Refugee Aid “All Together”, supported by the Mercator Foundation and evaluated by EDUCULT, took place. Veronika Ehm and Marlene Kalnein participated for EDUCULT, presenting materials that had been developed in six project groups with different partner organisations from both countries to be used in formal and non-formal (cultural) education. [read more]

Cities of the Future

On June 6th and 7th EDUCULT participated in “Cities of the Future”, an event hosted by the City of London Corporation. Participants came from cities across Europe including Bamberg (Germany), Eindhoven (Netherlands), Linz and Vienna (Austria), Nacka (Sweden), Oulu (Finland), Reykjavik (Iceland), as well as Belfast, Bristol, Cardiff, Dundee, London and Newcastle (UK). The attendees exchanged ideas pertaining to the promotion of innovation, especially concerning links between education, business and culture.   The meeting also focused on fusion skills – on developing a national and international standard for these skills including a fusion assessment tool (influencing schools and lifelong learning). It will focus on WHAT and HOW through a series of case studies, highlighting strategies used and best practices. Michael Wimmer took part in the event, discussing the successes and obstacles Vienna faces in this regard.

International Children’s Culture Forum

Are culture and arts education inclusive? How can we ensure the cultural rights of children in different countries? What does the future of children’s culture and arts education look like? The first International Children’s Culture Forum in Finland takes place in the city of Tampere in fall 2019. The forum aims to widen international cooperation and to deepen understanding of the value of children’s rights and their role in a well-functioning society. Conference on Cultural Policy and Sustainable Development

This conference considers the major role of culture in sustainable development. The artist’s task in transformative processes is to mobilize peoples’ creativity, thus ensuring community welfare, innovation and pluralism. The conference will pay specific attention to challenges in African societies concerning ethnic and religious conflicts as well as social marginalisation and displacement. Scholars of the Graduate School “performing sustainability” from West Africa and researchers of the Master’s program “Cultural Policy and Cultural Management” from the Arab Region as well as academics from Germany will offer insight on the aforementioned topics. The conference will take place on July 8th and 9th at the Federal Academy for Cultural Education in Wolfenbüttel.  [read more]

Culture – Crops – Agora: Open Call for Projects in Non-Urban Territories

Culture – Crops – Agora is an informal forum that showcases local and European projects acting within non-urban territories. They are looking for cultural projects reflecting cultural and social innovation with large audiences outside of urban environments. The aim of the agora is to bring together different perspectives from arts, heritage, agriculture, research, politics, and activism, to mix initiatives from Switzerland and Germany with similar projects coming from all over Europe as well as to create an open space for networking. Participation in the agora is free of charge and takes place on Thursday, October 24, 2019 at DreiSpitz in Kreuzlingen. Submit your proposals by July 22, 2019 in order to be considered. [read more]

Call for Proposals: PhD Scholarships

The interdisciplinary graduate school “Performing Sustainability: Cultures and Development in West Africa” will be offering twelve 10-month scholarships for African students at the PhD level. The scholarships are available for the University of Maiduguri, Nigeria and the University of Cape Coast, Ghana. The scholarships will commence in March 2020 until December 2020, with the possibility of extension for up to three years depending on the funding agency. The initiative is funded by the German Academic Exchange Service (DAAD) and focuses on innovative research utilizing techniques in performance, arts and culture to foster sustainable development as defined in the UN Sustainable Development Goals (SDGs). A specific area of concentration for the graduate school is peace and conflict resolution. The deadline for application is July 31, 2019. [read more]

Dear colleagues, partners and friends of EDUCULT,

 

Spring time is conference time! With the longer days come also the symposia, conferences and meetings. For EDUCULT this means currently not only the participation in external events, but also the planning and implementation of our own symposia. There are two themes that stand symbolically for what is presently driving us so strongly: contemporary developments in cultural education on the one hand and diversity and the cohesion of societies on the other.

The latter is at the heart of an international research network initiated and led by Kobe University in Japan. In February, EDUCULT was invited to exchange political strategies for dealing with migration phenomena in Kobe and to present the cultural-political situation in Austria and Vienna. It is astonishing how much Japan attaches to this topic in science, although people with a migration background make up only about three percent in the country. For economic and demographic reasons, however, more immigrants could be recruited in the near future – and the fear of an East Asian refugee catastrophe is always present. Research with wise foresight. In Austria, the topic has long since arrived in reality. We will therefore dedicate a symposium in May to questioning the roles of art and culture in social cohesion. What do participatory approaches in the field of arts and culture achieve here?

From there it is not far to the platforms for discourse on cultural education, in which we will participate, for example, next week in the conference of the Council for Cultural Education. In Münster, the question will be asked as to how research into cultural education must be conducted in order to be relevant to practice. Together with the conference participants, we want to work on the applied research, as we implement it on a daily basis, as a possible solution and think further. And at a conference organised jointly with KulturKontakt Austria in April we will discuss the consequences of digital developments for cultural education and creativity, especially in school contexts. There is no doubt that the post-digital age is also leaving its mark here. But does this possibly open up new forms of participation? That is where the circle closes …

Conservative – Right Wing Coalition and Cultural Politics in Austria

In 2000 there was still an impressive potential for resistance in the cultural scene, which formed an offensive front against the xenophobic policies of the new rulers. The Burgtheater actor and rock singer Franz Morak was a conservative cultural politician from the scene who took on a decidedly political mission. Andreas Kohl, then President of Parliament, said it was time to “clean up the left-wing trash”. Morak was influenced by a revanchism that grew from his bad experiences with the Burgtheater director Claus Peymann and his left-wing friends. The mastermind of the FPÖ, Jörg Haider, said at the time that the hand that feeds you should not bite. [read more]

All Together

The evaluation of the project on German-Turkish cooperation in terms of refugee aid has been completed and the final report is now available. The results, recommendations and options for a possible follow-up project are being discussed together with the Mercator Foundation in a final review. [read more]

The survey of project managers and civil society organisations working or interested in working internationally in the field of lifelong learning is open. Aside from the collection of quantitative data, civil society organisations are currently being contacted and interviewed as well. More than Bytes: Conference on Digitalisation and Cultural Education

The ENO Meeting and the Conference on digitalization and cultural education titled “More than Bytes” will take place this spring. The conference will cover research findings within the fields of digital and arts education, while also showcasing models of practical implementation in different European countries. The spectrum of topics includes the education of future teachers, the use of new tools and mentalities in schools and the informal education of young people within the context of digitalization. The conference will take place in Vienna from April 11th, and the ENO Meeting will be held on the 10th and 12th. The conference will be held in English and German. [read more]

BRIDGING

The thematic compendia on the five frameworks of inclusive cultural activities are now available in the seven project languages. The project portal is also online here. As part of the Vienna Integration Weeks and the EDUCULT event series “Salon of Cultures”, a symposium with actors from the Austrian and European cultural and educational landscape will take place in May, at which point the results of the project will also be presented. Salon of Cultures: “What is the effect of participation in art and culture?”

The Symposium, within the context of the BRIDGING Project, is dedicated to the potentials and possibilities of co-creative activities. Co-creation promises a higher level of collaboration and co-determination by shaping the creative process in a participatory way from the very beginning. What are the advantages of co-creation in terms of inclusive exchange between all participants? Can co-creation overcome the dangers and difficulties of participatory activities? Through the presentation of the results of an Erasmus+ project on the topic and with the help of experts, these and other questions will be explained in both a moderated discussion and in small group sessions. The symposium will be held at the Austrian Museum of Folk Life and Folk Art in Vienna on the 8th of May 2019 from 13:30 until 19:00. [read more]

What Kind of Research does Cultural Education Need?

The scientific symposium “What kind of research does cultural education need?” aims to explore current empirical research findings while simultaneously focusing on practical application. The growing relevance of cultural education in schooling and policy will bring together a variety of experts for the two day conference. Aron Weigl and Veronika Ehm will lead a workshop titled “Between theory and practical relevance: applied research for cultural education” on the first day. Symposium Kobe University

The PROMIS Research Center for Promoting Intercultural Studies at Kobe University, Japan organised a symposium on 13-14 February 2019 with a focus on Europe and Migration. Aron Weigl participated in the symposium within the research network “Cultural Policy about Immigration and Refugee” and gave a lecture on “Cultural Policy and Diversity: Bridging Social Capital in Austria and Vienna”. Participatory Arts Panel in Linz

This program focuses on performing arts as an effective tool for social and individual change and empowerment. Intensive workshops with professionals, exchanges and discussions provide space for individual growth and knowledge transfer. PIE-Platform Internationalisation ELIA

 The annual meeting of PIE-Platform Internationalisation ELIA is going to be hosted this year by The Glasgow School of Art. Policymakers, teachers, deans, heads of internationalization and other staff members of ELIA Member Institutions who are researching, advising on and making strategies and policies will gather for the meeting. The PIE meeting will take place on 16-17 May 2019 in Glasgow. [read more]

TEH Conference: “pARTicipation”

Since 2017, Zentralwerk has been a member of Trans Europe Halles (TEH), a network of self-organized cultural centres with over 100 members across Europe. This year, Zentralwerk will host one of TEH’s annual meetings in the form of a conference focusing on arts and participation. The conference offers participants a variety of opportunities to exchange artistic strategies and working methods that enable citizens throughout Europe to participate in social processes. Ideally, participants themselves can become future initiators and the process will expand beyond the meeting. The TEH Conference will take place in Dresden on 16-19 May 2019. [read more]

International Scientific-practical Conference: Development of Social Entrepreneurship in a Changing Society

The scientific-practical conference aims to bring together researchers, scholars and practitioners from various fields to discuss the challenges of social entrepreneurship development in a constantly changing society. Those attending will present the results of research relevant to the topic of the conference, share insights, experiences and innovative ideas. Participants are invited to make presentations and/or prepare an article for conference proceedings in English on a variety of topics listed on the website. Dear friends and partners of EDUCULT,

 

welcome to the EDUCULT-Newsletter starting off the new season in English: EDUCULT takes Europe!

The European Heritage Year is in its last quarter while EDUCULT is launching two new Erasmus+ projects. „Co-Creation“ aims at compiling good practices and innovative approaches for a co-creative cooperation between volunteers and professionals in culture associations, public culture institutions and the culture departments of municipalities that promote the „transformative potential“ of new public governance as well as creative empowerment. „Culture Factor“, realised together with Polish, Danish, Hungarian and Italian partners, will focus on international cultural exchange and cooperation in adult education.

While new projects emerge, the on-going „BRIDGING“ project continues to produce new results. The English version of a survey about co-creative and participative action in amateur and volunteer arts in five European countries has been published. It highlights the urgent need to define more precisely what arts education and lifelong learning should look like in order to link different social groups.

The International Conference on Cultural Policy Research in Tallinn at the end of August was particularly intense. Three of EDUCULT’s collaborators took part and presented current research results on the governance of arts education for discussion in its own panel. In general, at the conference it became clear that the sector of cultural policy research, oscillating between quantitative and qualitative methods, spans a broad field and has to repeatedly tie in with neighbouring disciplines in order to deal with relevant questions. Digitisation is one of these areas that received widespread attention in Tallinn – a topic that EDUCULT will also be dealing with more intensively in the near future.

Last but not least, the evaluation of the European Heritage Label has entered the final stage. After the last steering group meeting in Brussels, the final report is being prepared.

Kids Dress Warm!

Reflections on the disputed territory between the return of grading and being held back on the one hand and the occupation with art as a form of the system liberating personality formation on the other.

Recently Heinz Fassmann, the Minister of Education of the ruling conservative/right-wing coalition, has launched another “school package”. It sees itself as a deliberate attempt to counteract the liberal and artistically motivated tendencies of current school developments. The planned measures are particularly concerned with the Neue Mittelschule (New Secondary School), which would be closed immediately. [read more]

BRIDGING Survey Report

EDUCULT and its partners have published the “State of the Art Report” about co-creative and participatory activities in the sector of amateur arts, voluntary culture and heritage. The report analyses the results of five national surveys and interview rounds conducted by the project partners. Presently, EDUCULT is developing a pilot course that will disseminate the information to learning providers. [read more] 

MAX

EDUCULT conducted a summative evaluation as well as an impact analysis of the programme “Max – Artists in Residence an Grundschulen” (artists in residence at primary schools). The impact analysis focused on the significance of “Max” for students, artists and school development. Alongside interviews with programme managers and a round table discussion with cooperation partners, a focus analysis was also carried out at three schools and student experiences were gathered by a research laboratory. Based on the empirical data collected, EDUCULT formulated recommendations for the further development of the programme. In July 2018, the report was presented in front of the Brandenburger Tor Foundation. [read more] 

“Politik im Freien Theater”: REICH

EDUCULT is evaluating the 10th theatre festival “Politik im Freien Theater” (politics in the independent theatre). This year the festival will focus on the topic “REICH” (rich) and will take place in Munich from the 1st to the 11th of November. Together with festival management, EDUCULT concretised the objectives of the evaluation at the August kick-off meeting. The evaluation design and the research methods have been adapted to suit these objectives and now the first interviews, which will happen prior to the festival, are being prepared. [read more] 

European Heritage Label

The aim of this evaluation has been to assess the implementation of the European Heritage Label (EHL) action from its creation in 2011 until 2017. As an interim evaluation, its purpose has been to take stock of the achievements in that six year period with an eye for potential improvements in future implementation. At the beginning of October, EDUCULT took part in the last steering group meeting in Brussels. Together with our partner organisation PPMI (Vilnius) and representatives of the Directorate General “Education and Culture”, we presented and discussed the draft of the final report. Now we are finalising the report in the last phase of the evaluation. [read more]

EDUCULT Talks: with Reynier Diaz

EDUCULT spoke with Reynier Diaz, a Cuban artist, conservator and restorer who lives and works in Vienna. Aside from his work for the “Museum of Finest Cuban Arts,” he is also an active artist in Vienna as well as a student at the Universität für Angewandte Kunst studying conservation and restoration. He discussed his time studying in the Netherlands and the cultural differences between Cuba, the Netherlands and Austria. He also touched on his professional experiences as a foreign restorer and conservator in Vienna, and about his plans for the future. [read more]

 

EDUCULT in Exchange

ENO Meeting Leeuwarden

On October 18th and 19th 2018 the Sharing Arts & Heritage Conference will take place in this year’s European Capital of Culture, Leeuwarden. Aron Weigl will participate in the international conference, which offers professionals and policymakers the chance to meet and discuss how cultural education and participation relate to challenges of access, social cohesion, heritage and cooperation. He will also attend the Meeting of the European Network of Observatories in the Field of Arts and Cultural Education (ENO) the day before, acting as the Austrian representative alongside KulturKontakt. The Dutch ENO member LKCA (Cultuureducatie en Amateurkunst) is organising the Sharing Arts and Heritage Conference. [read more]

10th International Conference on Cultural Policy Research

The biennial International Conference on Cultural Policy Research took place from the 21st to the 25th of August 2018 in Tallinn, Estonia. The EDUCULT research team participated in a panel discussion dealing with questions on cultural policy in culture education. In addition, longtime member of the Scientific Committee Michael Wimmer handed over his function to EDUCULT Managing Director Aron Weigl as part of the conference meeting. [read more]

On the Way to a New Learning Culture: 10 Years of KulturSchule Hessen

Michael Wimmer will attend an event titled “On the Way to a New Learning Culture: 10 Years of KulturSchule Hessen” (culture schools in Hessen). At the event he will participate in a panel discussion on the contributions of culture to personal development and value mediation in school. For ten years now, the Cultural Ministry of Hessen has focused on the expanding arts education in schools so that students have varied opportunities for learning about themselves while also developing an intercultural understanding. These discussions contribute to the European Commission’s recent educational initiatives in the vein of cultural policy in school. The event will be hosted in Brussels on Wednesday, October 17th.

ELIA Biennial Conference Rotterdam

The largest conference on Higher Arts Education offers an opportunity to join international colleagues in a 3-day programme featuring high-profile speakers, plenary discussions, paper presentations, best practices, networking events, mobile sessions at cultural institutions in the city and more. The 15th ELIA Biennial Conference will be held in Rotterdam and will explore the role of arts in creating resilient cities in times of global change. [read more] 

Call for Papers AIMAC

Researchers are invited to submit proposals for paper presentations at the 2019 AIMAC conferences. The prestigious academic conference will focus on various sectors of the arts and cultural industries, with opportunities to share experiences and lessons from dozens of countries. Proposals from any relevant discipline will be considered, so long as they offer an original academic contribution to the study of cultural management. The conference will be held from the 23rd to the 26th of June 2019 and is hosted by the Ca’Foscari University Venice. The language of all submissions should be English and the deadline for abstracts is October 31st, 2018. [read more]

IETM Munich Plenary Meeting 2018

Through the central theme Res Publica Europa, IETM Munich will take a fresh look at the idea of Europe.  To survive and thrive, Europe must develop a shared frame of reference for the multiplicity of identities at its heart: national, regional, local and communal. The meeting will open up a dialogue that questions the meaning of European identity and the role of art professionals in giving it content and definition. Participants can reflect on the future of Europe and the identities that exist within it today, and how these concepts relate to the globalized world. There will be many opportunities to meet local artists, become familiar with controversial positions, and advocate for the arts. [read more]

Open Call for a Work Residency

From January to June 2019 Arbeitsplatz Wien is offering a residency of 5 weeks for rehearsal space, as well as office desk and storage space throughout the entire period. Artists must be based in Vienna and are eligible if they are at the start of their artistic journeys and/or have fallen out of a financial support system and are currently in some sort of a transition period in their careers. The space is located at Siegfriedgasse 23, 1210 and applications must be filled out online by October 15, 2018. [read more]

Keynote:
Ares Shporta: Cultural Policy in Unusual Times: Perspectives from Another Europe

In his presentation, Ares Shporta will speak about the development of cultural policy within the process of imposed democratisation through the example of Kosovo. Taking the activism of the independent scene and local tactical alliances in parallel to larger political processes of state-building as a starting point, the speaker will present a situation where the line between actors and policy-makers is blurred and the aftermath of political transition creates openings that make bottom-up interventions possible. Between politics, culture and fight for commons, Shporta’s presentation will touch upon some old and new debates in cultural policy and public policy in general. 

Ares Shporta is a cultural worker based in Kosovo. After studying cultural policy at the Istanbul Bilgi University, in 2015 he became the director of Lumbardhi Foundation, founded to revive the former Lumbardhi Cinema. Active in local cultural policy issues, Shporta also chairs the Network of Cultural Organizations in Prizren and has formerly been engaged as a film producer and translator, while also working in different capacities in festivals and various civic platforms in Kosovo and its surrounding region.

Yes, this is the EDUCULT newsletter. Don’t be astonished about the new look and that you can read it on your mobile device without wondering about lower case letters and cut pictures. Not only the newsletter but our whole website comes along with a new design and some new features. It is a symbol of a change that is taking place right now.

Indeed, 2018 is a year of change for EDUCULT. Founded 15 years ago, there is no doubt today that the well-established research and project institute is not in its infancy anymore since long time. And as the youth stands for a time of major changes, EDUCULT does not remain untouched.

With the first day of the year, it was my pleasure to replace Michael Wimmer as the new managing director. The fact that this change went smoothly is due to the good preparation and the sensitivity of all those involved – my former boss, the old and new team and the long-time association board members.

The way in which EDUCULT has dealt with the cross-section fields of arts and culture, education and policy in research and practice is unique in Austria and rare in Europe. Michael Wimmer and his team have done pioneering work. It is both an honour and an obligation to go on the road with my colleagues to the future. It is a gift that the founding director continues as part of the association’s board to support us with his experience and expertise.

New times demand new ideas and critical examinations. That’s what EDUCULT stood for and stands for. Continuity and development are not antagonists but can go hand in hand. That is the aspiration we want to live with current and new projects in order to successfully meet the challenges of today and tomorrow.

I am looking forward to celebrating our EDUCULT anniversary this year with you. May we have interesting meetings and inspirational discussions. And enjoy our new website!

From “The Seoul-Agenda” to “Another Road-Map for Arts Education”

This short comment is a contradiction in itself. More, it is the expression of an increasing uncertainty of the author when it comes to the claim of arts education as a globally comparable phenomenon. As a typical old WASP – some would describe me and my friends as “Default Men, who have to be dethroned” (Grayson Perry) – I took part in the preparations of the “Seoul-Agenda“ in 2010. In our exercise, the authors – most of them representing Western thinking – were following the hope that such a document encompassing the whole world could contribute to the improvement of arts education wherever it is provided. EDUCULT in Action

European Heritage Label

Together with its partner PPMI, EDUCULT is evaluating the European Heritage Label (EHL). Its purpose is to take stock of the achievements in the first six years of the action’s existence with a view to improving its implementation in the upcoming period. Therefore, as one method of data collection, an open public consultation is online in which all EU citizens and stakeholders can participate. Do you have visited an EHL site yet? Are you even working at one of the EHL sites? Or are you just interested in the European cultural heritage? Then spend some minutes and take part in the survey. [read more]

BRIDGING

After the first partner meeting in Copenhagen in October 2017, the first working package has started. EDUCULT is primarily responsible for the conception of five national surveys about the practice of participative culture and co-creative activities in Denmark, Netherlands, Poland, Slovenia, and United Kingdom and has therefore developed the data collection instruments. The survey started in the partner countries in November 2017. [read more]

Evaluation of the Programmatic Focus of the Goethe-Institut in the Context of the “RomArchive” Project

In February 2018 the final report and recommendations for the future development of the Goethe-Institute were presented. The report focused on an analysis of institutional cooperation’s as well as the dialogue with representatives of the Roma-Community. [read more]

Potential for Integration of Islamic Schools in Austria

At the moment, the partners are concretising the research design. Next to that, the institutional framework of Islamic schools in Austria is analysed and a state of the art survey is carried out. Also, the empirical data collection is getting prepared. [read more]

EDUCULT Talks: with Kaveri Sageder

The Indian Kathak dancer Kaveri Sageder is originally from Pune/India, now mostly living and working in Vienna. Next to her work as an international performer, she runs her own Dancing Studio in Pune and regularly teaches in Vienna. To EDUCULT she talked about her first experiences and establishment as an Indian artist in Austria and, being married to an Austrian musician, cultural differences she faced, both in her private and her professional life. Symposium Changing Politics – Changing Cultures

On 26 April 2018, the University of Applied Arts Vienna will host the one-day symposium “Changing Politics – Changing Cultures”, in collaboration with EDUCULT. Central to this event, which was developed by Michael Wimmer, are those artistic initiatives that critically aim to reflect on the new political situation and thereby counteract their apparent lack of alternative. Second Research Colloquium on Foreign Cultural Policy

On April 12th 2018, the second Research Colloquium on Foreign Cultural Policy will take place in Munich, jointly organized by the Institute for Cultural Policy of the University of Hildesheim and the Goethe Institute. Aron Weigl is invited to present theses of his previous research on the linkage between arts education and international cultural exchange and to discuss these with representatives of research and practice at the Goethe Institute headquarters.

 

EDUCULT informs

intertwining hi/stories of arts education: Public Symposium and Class for MA Students

The symposium invites students, art educators, researchers and cultural producers to reflect on the histories of education in and through art. The symposium emphasizes the fact that historiography in arts education means referring to a plurality of hi/stories as perceived from different geopolitical perspectives. Presenting international and Swiss historical case studies, the aim of the gathering is to discuss: how are these hi/stories, their relations and intertwinings relevant for the development of current practice in arts education? International Yearbook for Research in Arts Education

This yearbook is the fourth in an annual series of publications by the International Network for Research in Arts Education (INRAE). This yearbook reflects the growing practice around the world of interchanging the terms arts education and cultural education to such an extent that they may eventually be regarded as (nearly) synonymous. The authors question if there are differences, and how arts and cultural education may be interwoven in different regions of the world. With this in mind, fundamental questions of what arts education is about are reconsidered. This month’s Wimmer’s Quarterly by Michael Wimmer will also be published as an article. [read more]

Culture Action Europe-Campagne: 1% for Culture

The European budget faces a tough challenge to fund more with less. As the negotiations over the next Multiannual Financial Framework (MFF) move forward, Culture Action Europe launches the #Double4Culture #Commit1% campaign, calling the European cultural sector to become loud and visible and support their demands to double the budget for culture in absolute terms, and ensure that at least 1% of the next MFF is allocated to culture across policy fields and funding programmes.
