More than 50 heads of states who in another situation wouldn’t have feared open confrontation, stood side by side with each other while staging unity against terror. Brokering Migrants´ Cultural Participation

MCP Broker is a European project aimed to enhance and stimulate the cultural participation of migrants by improving the capacity of their local cultural public institutions to interact with them. During the first months of the project implementation a benchmarking system has been developed in cooperation with our partners. Based on this  EDUCULT has conducted a national pilot study on diversity management in cultural institutions in Austria.

Evaluation of kulturen in bewegung

From January to June 2015, EDUCULT evaluates “kulturen in bewegung”, the culture programme of VIDC (Vienna Institute for International Dialogue and Cooperation). In this, we focus on the question: How do artists and partners assess kulturen in bewegung?

The final meeting of the project with all the involved groups from Miskolc, Budapest and Berlin took place in Budapest in December 2014. The formats presented at the meeting varied from a guerilla poster campaign on homelessness, a city tour to raise awareness on the eviction of Roma populated streets in Miskolc to an election simulation. A debate theatre on the participation of young people in politics was led by Krétakör. EDUCULT has written the evaluation report based on a formative evaluation process.

The two preliminary and nine regional competitions are over and after many discussions and difficult decisions among juries, 99 talented speakers are preparing their final speeches for “SAG’S MULTI!” 2014/15. Again they will proove their skills in the oncoming three final rounds in Vienna. Feel free to visit us and convince yourself of the youth’s multilingual talent!

International Conference "Periphery.Power.Cultural Policy"

On 22nd April 2015 the University for Applied Arts Vienna hosts the international symposium “Periphery.Power.Cultural Policy”. It represents a follow-up to the discussions from last year’s conference entitled "Cultural Policies in Cities" which emphasised the growing importance of cities in power politics. The symposium is repeatedly concepted by Michael Wimmer, director of EDUCULT.

Monitoring National Arts Education Systems

On 27th and 28th February 2015 the International Network for Arts Education Research (INRAE) is planning an international meeting of experts in Utrecht/NL. As part of this event Michael Wimmer is going to give a short lecture on the topic „Questions and Methods of Comparative Research in the Field of Cultural Education“.

Online Publication “Time for Cultural Mediation"

The online publication “Time for Cultural Mediation" was launched by the IAE and Pro Helvetia in March 2013 as a result of the accompanying research of Pro Helvetia’s “Arts and Audience Programme”. The aim of the online publication is to serve as a workbook or a toolkit for the field of practice.

Study "Non-Formal Art/s Education and Vocational Training for Artists in Africa"

The study „Creating Spaces: Non-Formal Art/s Education and Vocational Training for Artists in Africa between Cultural Policies and Cultural Funding” has been realized by the IAE on behalf of Goethe Institute Johannesburg, South Africa. Download the e-book here.

 

Conference of the European Sociological Association 2015

The 12th conference of the European Sociological Association 2015 will take place in Prague from Tuesday 25th August to Friday 28th August. The theme for the conference is "Differences, Inequalities and Sociological Imagination".

Development of an impact-oriented evaluation concept

The new evaluation concept for the Goethe-Institut culture programmes was discussed in October 2014 with the involved departments of the Goethe-Institut. Following this, EDUCULT is currently coordinating an expert review to support and adjust the practicability and scientific approach of the concept.

Salon of Cultures – Access to Culture

The Hungarian activist and theatre producer Árpád Schilling has been our guest at the Salon of Cultures on 11 December 2014 at the University of Applied Arts in Vienna. As the initiator and director of Krétakör he provided insight into the current social and cultural crisis in Hungary.

Multi lingual rhetoric contest SAG'S MULTI!

The 6th multilingual rhetoric competition „SAG’S MULTI!“ 2014/15 with 537 pupils from 129 Austrian schools competing in 58 languages is up and running. In December 2014 we heard the speeches in nine regional competitions on the topic “We are all the same?!” In spring 2015, the winners will be announced in the City Hall of Vienna.

ICCPR 2014: Impressions from Hildesheim – Cultural Policy between Agency and Theory

Big scientific events tend to be somewhat confusing. With almost 500 participants and more than 200 presentations in up to 14 parallel sessions (find the program here) the ICCPR 2014 was the biggest international cultural policy research conference so far. As it was the 8th of the biannual conference, some routines were visible – the popular topics like “culture and development”, “culture and diplomacy”, “culture and urbanization” and “culture and economy”.

In September 2014, the young people from Hungary and Germany are meeting in Berlin. Anke Schad/EDUCULT will carry out an evaluation workshop with the group, asking their opinion on the project so far. We are looking forward to meeting the youngsters and the project organizers!

Public Funding of Pilot Projects in Cultural Education

At the ICCPR 2014 in Hildesheim, Anke Schad presented some of the project results in a semi-plenary session on arts education to an international audience. The official presentation of the results will take place on 24 September at the Federal Academy for Cultural Education Wolfenbüttel, our German cooperation partner in this project. Scholars and experts from Germany will comment on our findings and enter a joint discussion with representatives of the public authorities that commissioned this research.

Evaluation of Goethe Institut Programmes in the Context of Transformation Partnerships

Tanja Nagel/EDUCULT has attended the Cultural Innovators Networks’ committee meeting in Izmir/Turkey and carried out an evaluation round table with committee members. Now we are busy with interviews and setting up the online surveys for both evaluations. We are looking forward to the inspirational task to evaluate programmes in areas of dynamic social and political change.

Cultural Learning in and with Enterprises

On 14 October the second round table will be held. This time we have invited experts from industry/business, politics, arts and culture, education and society to join our discussion in the MUMOK. We will discuss not only how arts based learning does benefit the economy and what role the business and industrial sector should play in this development but also first results from our research process. We are looking forward to talking to our guests.

Take your students to Vienna! EDUCULT offers a Summer School providing a participative and discussion-based perspective on the Viennese cultural scene. Workshop on “International Perspectives of Research in Arts Education”

On the 16th and 17th of September 2014 the German Federal Ministry of Education and Research (BMBF) hosted the second workshop on “International Perspectives of Research in Arts Education” in Düsseldorf. Almost 80 researchers from 15 different countries had the chance to exchange their current research activities and results. Michael Wimmer and Tanja Nagel (EDUCULT) took part and presented first results and main challenges from our research project “Learning in, with and through culture”. A short report of the workshop will be available soon.

ENCATC Advanced Seminar – “Rethinking Cultural Evaluation: Going Beyond GDP”

After the seminars “Rethinking Cultural Evaluation: Going Beyond GDP” (Antwerp, 2013) and “Place of culture in sustainable development: going beyond the GDP indicators” (New York City, 2013), the debate on cultural indicators will continue on 22th of October 2014 with an advanced seminar organised in Paris. This event will offer participants the possibility to understand the most recent advancements in the debate on culture as an indicator of well?being and development. A discussion will follow on rethinking how to measure the spill?over effects of cultural and creative industries and how to evaluate cultural approaches.

We therefore feel obliged to respond to the events of the last few days, which are taking place under the guise of a democratic political and legally legitimate struggle in Hungary, a fellow member of the European and Transatlantic political alliances.

LET’S CEE Film Festival

From October 2-11, 2014 the third edition of the LET’S CEE Film Festival will take place in Vienna. Not only will there be presented a lot of legendary arthouse classics and top of the line festival hits, but imaginative short films and excellent documentaries, captivating dramas and moving love stories as well as nerve-racking thrillers and crazy comedies. All in all, Urania Kino, Actor’s Studio and, for the very first time, Village Cinema Wien Mitte will be screening about 80 exceptional productions from Central and Eastern Europe this year – most of them in original language with German or English subtitles.

International Symposium Cultural Education 2015 – Call for Papers

The 2nd edition of the International Symposium on Cultural Education hosted by the Niederösterreichische Kulturwirtschaft will take place in the Austrian city of Sankt Pölten on the 23rd and 24th of January 2015. The aspired discourse will build upon internationality & migration, urban development, minorities and qualitative research & analysis. The ageless importance of these 4 subjects and its relevance for cultural education and audience development form our common challenge. Submit the call for papers until October 6th, 2014.

ASSITEJ Iceland – International Performing Arts Festival for Young Audiences 2015

The third edtion of the annual ASSITEJ Iceland festival is to be held in Reykjavík on the 21st to 26th of April 2015 in conjunction with the Reykjavík Children’s Culture festival. Last year the ASSITEJ festival welcomed over 2.500 audience members and participants during its four day program which included a mix of theatre and dance performances, workshops and smaller events for children of all ages. In 2015 ASSITEJ Iceland will invite both new Icelandic performances and at least two performances from abroad. All performance fields are taken into consideration.

Facing the big bang?

Almost 15 years ago, the major cultural institutions of the federal republic of Austria changed their legal entities to full legal capacity. And since the crisis of the Burgtheater became public, the end of this kind of reorganisation of public cultural institutions seems near. The former director Matthias Hartmann thought he could make use of the organisational construct by referring to his artistic (self-)productions for the account of the state. To the surprise of many, he failed and was released from his office. Obviously he underrated the deal connected with the full legal capacity of public cultural institutions. They are expected to receive stable public funding and to find other necessary income sources on the market. When talking to managers of cultural institutions, they complain that at least six-digit sums are missing to at least keep the current state. At the same time they regard fundraising and sponsoring opportunities as limited, given the economic situation.

Summer School of the University at Buffalo/NY in Vienna

From May 26 to June 3 2014 ten students of the Arts Management Program of the University at Buffalo/NY visited Vienna on a nine day educational journey. The Summer School topic is “Mainstreaming migrants or tourists? Towards a new relationship between cultural and integration policy: cultural offering in a demographically changing environment”. EDUCULT organised this year‘s Summer School and set up a program offering various arts management perspectives provided by a wide range of lecturers and institutions. Cultural Learning in and with Enterprises

On 12 June we held our first round table discussion with experts from industry/business, politics, arts and culture, education and society. We were surprised by the interest in our topic and the willingness of the participants to discuss arts and culture based learning. Additionally we have carried out personal interviews going more in depth about questions such as „How does arts based learning benefit the economy“ or „What qualifications can be developed through engaging in arts and culture?“. Our next round table will be held in autumn 2014.

Public funding of pilot projects in cultural education

The empirical research is completed. We carried out interviews and round tables in the three federal states Baden-Württemberg, Lower Saxony and Saxony and on the federal level (projects funded by the Federal Commissioner for Culture and the Media). We would like to thank everyone who shared their insights in the funding of pilot projects in cultural education. At the moment we are writing the final report. The results will be presented at a conference on September 24 organized by our cooperation partner, the Federal Academy of Cultural Education in Wolfenbüttel. Access to Culture

We are currently finalising the national reports on “Access to Culture” from Austria, Croatia, Norway, Spain, Sweden and Turkey. The first drafts will be made public at the project webpage in July. The next step is the comparative analysis of the national policies and their European counterpart. The interim meeting takes place in Istanbul from 18 to 19 September 2014 and is partly open for an interested public. Please get in touch if you are interested in participating!

International Yearbook for Research in Arts Education – Volume 2

Building on earlier discourse, the current yearbook volume continues to focus on questions of research in the field of cultural and arts education from a global perspective. This year’s volume opens with a review of important contributions to the World Summit in Arts Education held in Wildbad Kreuth, Germany in 2013. It continues with the topics of evaluation, mapping and monitoring introduced in the first volume. Theoretical and practical applications of the key foundations of work in the International Network for Research in Arts Education (INRAE) are also explored at length. Most notably, new approaches aimed at linking arts education to peace education and the application of these approaches to education for sustainable development (ESD) are introduced and explored. Michael Wimmer’s article is named “Let us be brave! – Towards a political contextualisation of arts education“.

ICCPR2014

The 8th International Conference on Cultural Policy Research will take place on 9-12 September 2014 (Hildesheim) and 12-13 September 2014 (Berlin).  The ICCPR2014 aims to provide a space for exploring cultural policies, their meanings, roles and impact in an interdisciplinary and international environment. This conference exploration is not restricted to the contemporary period, or any geographical area. The conference assumes no fixed understanding of the concepts of culture or policy. Michael Wimmer and Anke Schad (EDUCULT) are taking part in a semi plenary session to “Cultural Policy and Arts Education”.

6th European Symposium Culture and Education

The European Symposium Culture and Education will take place from 27- 28 June 2014 at Festival d´Aix-en-Provence and focus on the emergence of artistic, educational and participatory projects. What wishes and desires stand at the beginning of such projects? How much freedom is there, and what are the constraints? How much room is there for the unexpected, for the patient nurturing of what may gradually emerge? How can one bring together creative risk-taking and quality criteria? The Symposium 2014 will concentrate especially on small- and large-scale projects initiated by individual artists. More information will be available soon at the cooperation partners´ webpage RESEO.

5th Vienna Music Business Research Days 

Music business research is a new scientific approach at the intersection of economic, artistic, especially musical, cultural, social, legal, technological developments that aims at a better understanding of the creation/production, dissemination/distribution and reception/consumption of the cultural good music. It follows an inter-disciplinary research and teaching approach that is characterized by methodological diversity. The 5th Vienna Music Business Research Days will be held at the University of Music and Performing Arts Vienna, Austria, on October 01-03, 2014.

Arts and Audiences 2014 – Digital at the Arts

Arts and Audiences is a Nordic meeting point for cultural leaders, artists, artistic directors, curators, producers, learning managers, communication managers, cultural architects and strategists who want to find new ways to extend audience engagement. Arts and Audiences 2014 is produced by CKI – The Danish Centre for Arts and Interculture in collaboration with Audiences Norway, Producentbyrån, Kultur i Väst and The Icelandic Ministry of Education, Science & Culture. This year’s conference will take place in Reykjavik, Iceland on the 20th and 21st of October 2014.

Eksperimenta!

Eksperimenta! is the biggest international youth contemporay art event taking place in Estonia, which gives young people the opportunity to present their artwork at an international triennial. The main aim of Eksperimenta! is bringing art and art education closer to each other and thus initiate sustainable changes in art education. Eksperimenta! 2014 will take place from 23 October until 23 of November 2014 in Tallinn Creative Hub. The topic of E! 2014 “Art & Science” invites to integrate contemporary art, art education and different fields of sciences.

Moreover we invite you to the forthcoming international conference “Cultural Policies and the Cities” on 2 April 2014, held at the University of Applied Arts Vienna. The focus of the conference is the importance of cities in the development of cultural policies.

Stories from Austria, a small country (but not in the eyes of some protagonists)

Lately there has been much public attention on two cases of bad governance. On the one hand, the breakdown of a regional bank, Hypo Alpe-Adria, with the effect of at least 12 billion Euro damage for Austria’s state budget. On the other, the discovery of, let’s call it creative accounting at the Burgtheater Vienna, leading to a loss of 12 Mio. Euro. Experienced Austrians could easily call the second case “peanuts”, since the deficit of the country’s most prominent theatre sums up to at most one thousandth of the Hypo-desaster. Peanuts, as the architect Wolf Prix called it on a podium discussion with the newly appointed state minister of culture, Josef Ostermeyer. And yet, both cases led to public furore as they are touching on something very fundamental.

On 6 March the award ceremony of the multilingual speech competition took place in the city hall of Vienna. More than 300 guests from politics, business and media celebrated the courageous youngsters together with their friends and families and valued the multilingual talent. This year’s topic was: “Word up: We join the conversation!” More than 407 pupils from all over Austria applied for the fifth competition, presenting their speeches in 39 different languages.

6th European Symposium Culture and Education from 27 to 28 June at Festival d´Aix-en-Provence

The European Symposium Culture and Education will take place from 27- 28 June 2014 and focus on the emergence of artistic, educational and participatory projects. What wishes and desires stand at the beginning of such projects? How much freedom is there, and what are the constraints? How much room is there for the unexpected, for the patient nurturing of what may gradually emerge? How can one bring together creative risk-taking and quality criteria? The Symposium 2014 will concentrate especially on small- and large-scale projects initiated by individual artists. More information will be available soon at the cooperation partners´ webpage RESEO.

International conference “Cultural policies in cities”, 2 April 2014

We warmly invite you to the conference “Cultural Policies and the Cities” that will be held at the University of Applied Arts Vienna on 2 April.

The conceptualisation of the conference was made by Michael Wimmer, director of EDUCULT and is linked to the key findings of the last year conference “Reinventing Cultural Policy“.

One of the key findings of last year’s symposium “Reinventing Cultural Policy” at the University of Applied Arts Vienna was the identification of the increasing cultural-political significance of cities. Although this development results to some degree from targeted measures like regionalization and decentralization, its causes are to be found first and foremost in the intensification of global economic competition.

More and more people live in cities. Simultaneously, the diversity of local populations is increasing. This gives rise to new lines of conflict and alters the cultural consciousness of city dwellers. Artists react to these developments. They see urban space as a crucial site of artistic intervention, and they seek to influence political, social and cultural development in the city. In the process they demonstrate that they themselves are cultural-political agents within the field of tension between political and civil activism.

What influence do politicians, citizens and artists have on the formation of urban cultural policy? Can differences in their approach be identified in a comparison of specific cities internationally? And how can one interpret the continuing development of the city as a cultural-political laboratory, in particular with regard to Vienna, a cultural center rich in tradition? With these and many other questions, the conference addresses persons involved in cultural-political practice and research, both students and participants in artistic and cultural scenes, but also business interests and activists in civil society.

The symposium is held in coordination with the exhibition “Fragile Hands”.
