International Conference “Cultural Policies in Cities”
More and more people live in cities. Simultaneously, the diversity of local populations is increasing. This gives rise to new lines of conflict and alters the cultural consciousness of city dwellers. Artists react to these developments. They see urban space as a crucial site of artistic intervention, and they seek to influence political, social and cultural development in the city. In the process they demonstrate that they themselves are cultural-political agents within the field of tension between political and civil activism.
What influence do politicians, citizens and artists have on the formation of urban cultural policy? Can differences in their approach be identified in a comparison of specific cities internationally? And how can one interpret the continuing development of the city as a cultural-political laboratory, in particular with regard to Vienna, a cultural center rich in tradition? With these and many other questions, the conference addresses persons involved in cultural-political practice and research, both students and participants in artistic and cultural scenes, but also business interests and activists in civil society.
The symposium is held in coordination with the exhibition "Fragile Hands".

Franco Bianchini
In October 2007 Franco Bianchini began working in his post as Professor of Cultural Policy and Planning, in the Faculty of Arts and Society at Leeds Metropolitan University. He was a Research Fellow at the Centre for Urban Studies, University of Liverpool (1988-1992). From 1992-2007 he was a Reader in Cultural Planning and Policy and Course Leader for the MA in European Cultural Planning at De Montfort University in Leicester. He has acted as advisor and researcher for organizations including Arts Council England, the UK government's Department for Culture, Media and Sport, the Council of Europe and the European Commission. He has been invited to give lectures, mainly on urban cultural policy issues, in many European countries and also in Japan, China, Colombia and Australia. From 2003-2008 he collaborated with the Liverpool Culture Company in developing "Cities on the Edge", a cultural co-operation partnership involving Liverpool and five other European port cities (Bremen, Gdansk, Istanbul, Marseilles and Naples), which formed a part of the Liverpool 2008 European Capital of Culture programme. His current research interests include: "The role of culture in urban regeneration" (with a particular focus on port cities); "Cultural diversity and inter culturalism as resources for innovation in urban policy", and "The cultural impacts of globalization in contemporary European cities" (with special regard to the problems of standardization and loss of local distinctiveness).
András Bozóki
András Bozóki is a Hungarian sociologist and politician, who served as Minister of Culture between 2005-06. He is Professor of Political Science at the Central European University in Budapest. His research interests include topics in comparative politics (democratization, models of democracy, East Central European politics) and theories of political change (forms of revolutionary and evolutionary changes). A founding editor of the Hungarian Political Science Review, he is also on the editorial boards of the European Political Science and Journal of Political Science Education. Chairman of the Hungarian Political Science Association in 2003-05 and a member of its Presidium, Bozóki has been on the executive committee of the European Confederation of Political Science Associations (ECPSA) since 2008. His research specialization ranges from political change and democratization (with special focus on the ost-communist context), comparative political elites, the political role of the intellectuals to democracy, citizenship and public sphere in the European Union, History of anarchist movements and the transformation of political ideologies.
Teodor Celakoski
Teodor Celakoski is a cultural worker and activist from Zagreb. His work ranges from coordinating cultural programs, networking and cultural advocacy, to institutional innovation and political activism. In the late 1990s, together with a group of friends and colleagues, he established the Multimedia Institute, with its cultural center MaMa as a junction of various communities focusing on digital culture, human rights and critical theory. In 2002 he helped initiate Clubture, the network for exchange of independent cultural programs within Croatia. Teodor played a key role in initiating and building a collective momentum in the establishment of Kultura Nova – public foundation for the development of non-profit independent contemporary culture, and POGON – a hybrid cultural center established as an institutional public-civic partnership between independent cultural actors and the city of Zagreb. He is also a coordinator of the Right to the City Zagreb, founded to fight the economic overexploitation of urban space and the disenfranchisement of citizens from urban planning processes in the city of Zagreb and Croatia.
Okwui Enwezor
Okwui Enwezor is curator, art critic, writer, poet, educator, and specializing in art history. In 1987 he earned a Bachelor of Arts degree in political sciences at the New Jersey City University. Enwezor's study of poetry led him through language-based art forms like Conceptual Art to art criticism. Teaming up in 1993 with fellow African critics Chika Okeke-Agulu and Salah Hassan, he launched the triannual Nka Journal of Contemporary African Art from his Brooklyn apartment. After putting on a couple of small museum shows, Enwezor had his breakthrough in 1996 as a curator of In/sight, an exhibit of 30 African photographers at the Guggenheim Museum. Enwezor is the director of the Haus der Kunst, Munich, Germany. He is also adjunct curator of the International Center of Photography in New York, and Joanne Cassulo Fellow at the Whitney Museum of American Art, New York. In 2013, Enwezor was appointed curator of the Venice Biennale 2015, making him the first African-born curator in the exhibition's 100-year history. He lives in New York and Munich.
Gerda Forstner
Gerda Forstner, in Linz geboren, studierte an der Akademie der Bildenden Künste sowie an der Universität Wien und besuchte den Universitätslehrgang für Kulturmanagement an der Universität für Musik und darstellende Kunst Wien. 2006/07 absolvierte sie den Masterlehrgang für Public Management an der Linzer Managementakademie (LIMAK). Seit 1999 ist sie im Büro Linz Kultur des Magistrats der Landeshauptstadt Linz tätig, ab 2003 als Leiterin der Abteilung "Städtische Kulturentwicklung". In ihren Verantwortungsbereich fallen die städtischen Kulturfestivals LINZFEST und Pflasterspektakel sowie verschiedene kultur- und friedenspolitische sowie stadtteilbezogene Projekte. Gerda Forstner war im Projektteam zur Bewerbung von Linz um den Titel "Kulturhauptstadt Europas". Sie ist Projektkoordinatorin und Co-Autorin des neuen Kulturentwicklungsplanes der Stadt Linz, der Anfang 2013 beschlossen und veröffentlicht wurde.
Martin Fritz
Martin Fritz, born 1963, has studied law in Vienna from 1981 to 1986. Since then he has worked in the field of contemporary art production in Vienna, New York, Germany and other countries. Starting with independent projects in theatre, visual arts and film in the 1980ies, he has specialized on producing and conceiving visual arts projects in collaboration with curators and institutions, with a special emphasis on project-management and art-production in the public space.Among many other assignments he has worked as Director of Operations for the re-opening of P.S.1 Contemporary Art Centre in New York, General Co-ordinator of Manifesta 4 – European Biennial of Contemporary Art in Frankfurt (Main) and Managing Director of In Between – The Art Project of EXPO 2000 in Hanover. Recently he has worked as a consultant on structural and organizational issues for art-funding initiatives such as relations – a project initiated by the German Federal Cultural Foundation in Berlin and Erste Bank Foundation in Vienna. His curatorial work includes art-projects for the Hospital in Meran / Merano, Italy and art-projects for the University in Klagenfurt, Austria. From 2001 to 2007 he was a member of the Board of the International Foundation Manifesta. From 2004 to 2009 he was the Director of the Festival of Regions a Biennial for site-specific art and culture in the Austrian province of Upper Austria.
John Holden
John Holden is an Associate at the independent U.K. think-tank Demos, where he was Head of Culture for 8 years, and a Visiting Professor in Cultural Policy at City University, London. He has been involved in numerous major projects ranging across heritage, libraries, music, museums, the performing arts, and the moving image. He has addressed issues of creative cities, cultural diplomacy, leadership, the creative industries, and cultural value working with government, agencies, cities and organisations including Tate, the British Museum, and the Royal Shakespeare Company. John is the author of works including Influence and Attraction, Democratic Culture, Capturing Cultural Value, and Cultural Value and the Crisis of Legitimacy, and is the co-author of The Cultural Leadership Handbook, Cultural Diplomacy and All Together. He has given many keynote speeches in the UK, Europe, Japan, Asia, North America and Australia. John is a Trustee of the Hepworth, Wakefield, and a member of the Strategy Board of the Clore Leadership Programme, the European Expert Network on Culture, the Education Committee of the Royal Opera House, and the Humanities Advisory Panel for Oxford University.
Barbara Holub
Künstlerin, künstlerische Forscherin; gründete 1999 transparadiso mit Paul Rajakovics als transdisziplinäre, gesellschaftlich engagierte Praxis zwischen Kunst, Architektur, Urbanismus und Theorie. transparadiso entwickelt künstlerisch-urbane Tools und Strategien als „direkten Urbanismus“ sowie performative Situationen, die individuelle und kollektive Räume für ein aktives Engagement in urbanen Prozessen und Stadtentwicklung längerfristig anregen. Aktuelle Projekte u.a. in Sousse/ Tunesien, Baltimore/ USA und Judenburg/ A; Die Publikation „Direkter Urbanismus“ erschien 2013 im Verlag für moderne Kunst Nürnberg.
Deniz ?nceday?
Prof. PhD. Deniz ?nceday? is Professor and Vice Rector of Mimar Sinan Fine Arts University, ?stanbul. She is also President of the Chamber of Architects of ?stanbul Metropolitan Branch, UIA Vice President, Region II, UIA Education Commission Member, Editor of the Architectural Journal (mimar.ist) Chamber of Architects of Turkey, ?stanbul Metropolitan Branch and Member of the Advisory Committee for "UNESCO World Heritage Site Management in ?stanbul". In post-graduate studies and ph-D level she teaches, "Socio-Cultural Values in Architectural Design Process and Participation Models" and "Interdisciplinary Approach to Architectural Design" and "Architectural and Urban Design Issues in the Environmental Context".
Veronica Kaup-Hasler
Geboren 1968, Intendantin des Gegenwartskunstfestivals "steirischer herbst", das sie seit 2006 leitet. Daneben ist sie als Jurorin in verschiedenen internationalen Jurys und Stiftungen tätig und seit 2008 Mitglied des Universitätsrates der Universität für Musik und Darstellende Kunst Wien. 1993 -1995 Engagement als Dramaturgin am Theater Basel; 1995 – 2001 Festivaldramaturgin bei den Wiener Festwochen. Schwerpunkte ihrer Arbeit waren u.a. die Konzeption und Durchführung des "Regiewettbewerbes" der Wiener Festwochen, die Entwicklung von Projekten wie der Container-Aktion von Christoph Schlingensief. Ab 1998 künstlerische Mitarbeiterin von Schauspieldirektor Luc Bondy. 1998 – 2001 Lehrbeauftragte an der Akademie der bildenden Künste in der Meisterklasse von Prof. Erich Wonder. 2001 – 2004 künstlerische Leiterin des Festivals Theaterformen in Hannover und Braunschweig.
Andreas Mailath-Pokorny
Andreas Mailath-Pokorny studied law and political science at Vienna University, as well as international relations at the Bologna Centre of the Johns Hopkins University School of Advanced International Studies. His professional career includes positions as Head of the Office of the Austrian Federal Chancellor (1988-1996), Head of the Arts Division in the Austrian Federal Chancellory (1996-2001) and, since April 27, 2001, Executive City Councillor for Cultural Affairs and Science in Vienna. President of of the “Bund Sozialdemokratischer AkademikerInnen, Intellektueller und KünstlerInnen” (BSA) since 2010.
Shaheen Merali
Shaheen Merali is a curator and writer, currently based in London, UK. Previously, he was Head of Exhibitions, Film and New Media at the Haus der Kulturen der Welt, Berlin (2003-2008) where he curated several exhibitions accompanied by key publications, including The Black Atlantic; Dreams and Trauma- Moving images and the Promised Lands and Re-Imagining Asia, One Thousand years of Separation. Merali was the co-curator of the 6th Gwangju Biennale, Korea (2006). Upon leaving Germany he curated many exhibitions in India and Iran and then embarked upon a period of extensive research and consultation on the conservation and production of a major exhibition of the International Collection of the Birla Academy of Art and Culture, Kolkata (2010- 2012). His recent exhibitions include Refractions, Moving Images on Palestine, P21 Gallery, London; When Violence becomes Decadent, ACC Galerie, Weimar, Speaking from the Heart, Castrum Peregrini, Amsterdam and (After) Love at Last Sight / Nezeket Ekici Retrospective, PiArtworks , London. Merali has written catalogue essays on Agathe de Bailliencourt, Nezeket Ekici, Jitish Kallat, Sara Rahbar, TV Santhosh, Cai Yuan and JJ Xi (Madforeal) and others.
Monika Mokre
Politikwissenschaftlerin – Wissenschaftliche Mitarbeiterin des Instituts für Kulturwissenschaften und Theatergeschichte der Österreichischen Akademie der Wissenschaften. Hanan Wakeem
Palestinian culture manager, born in Me’ilya village in Galilee in 1983, has a B.A degree in Communication and Sociology from the Hebrew University in Jerusalem. Currently she is a Master’s degree student in Culture and art management at the Universitat Internacional de Catalunya. As well she is an intern at the JIWAR creation and society in Barcelona. Between 2008-2013 worked as both communication and educational programs coordinator for Palestinian art court- al Hoash based in Jerusalem, was the communication coordinator of SAMAA independent movie in 2010-2011. In 2009-2010 received the British Council's Cultural Leadership International award, and went for 3 weeks internship in Whitworth gallery in Manchester, UK.
Michael Wimmer
Michael Wimmer is founder and director of EDUCULT, an NGO based Institute for Cultural Policy and Management in Vienna. Working as director of the Austrian Cultural Service (ÖKS) for many years and with a background as music educator and political scientist, he gained comprehensive experiences in the cooperation between the arts, culture and education. Wimmer is a lecturer at the University of Applied Arts Vienna and on cultural policy at the Institute for Theatre and Media Studies, Vienna University. He is a consultant of the Austrian Ministry for Education, Culture and the Arts and since 2007 a member of the ministerial expert committee on the New Middle School. On the international level, Michael Wimmer is an experienced consultant of the Council of Europe, the UNESCO and the European Commission, who asked him to join the EU Expert Network on Culture. He is also a member of the scientific committee of the International Conference for Cultural Policy Research (iccpr).
