Public funding of pilot projects in cultural education

Short description
Since 2009, the Federal Commissioner for Culture and the Media (BKM) has been funding so-called pilot projects in cultural education. Also some federal states (Länder) distribute funding for pilot projects through their own schemes. EDUCULT will analyse the quality and potential of these funding programmes. This research project is coordinated by the Federal Academy of Cultural Education in Wolfenbüttel/Germany and supported by the Federal Commissioner for Culture and the Media and the three federal states Baden-Württemberg, Lower Saxony and Saxony.
Concerning the funding of pilot projects, we are looking into the following research questions:
Other questions relate to the different types of qualities that are developed through pilot projects and to the specific potentials in funding pilot projects (in addition to the expected outcome).
The research project focuses on dialogue and active involvement of the people working in and around the pilot projects. Three case studies on the federal level of pilot-project funding and two to three case studies in each of the participating Länder will be carried out. Through round tables and interviews, more perspectives will be added.
Project aims
The aim of the research project is not to assess the individual pilot projects but to analyse the potential and possible need for change in the pilot-project funding programmes/schemes. This could result in recommendations on how to adapt the existing approaches. In this respect, also the differences in the approaches developed by the Federal Commissioner and the Länder will be compared. The results will be presented at a final colloquium at the Federal Academy of Cultural Education in September 2014.
